    You know, In Assam. The issue is not the immigration of the population but rather the politics involved. The politics of the so-called "Assamese nationalists", who do not represent any of the tribes but rather a hyperinclusive identity under the Axomia culture which is based on Vaishnavism and speaks the Assamese language. They propagate an ideology that is chauvinistic and which would allow them to remain in power, dominating the rest by imposing their culture over the other "tribes" of Assam which are the original inhabitants of the region.

    Yes, no doubt many of us are alarmed by the kind of demographic change that we have seen over the years in Assam, but the real threat seems to be this "culturally motivated nationalistic identity" that wants to overthrow the rest of the identities in Assam that have been of significance to Assam and its history since the Ancient times.

    When it is assumed that the "Tribals" are the ones who are apprehensive of the impact of migration and demographic change on their "culture, identity and customs", it is this fanatical ideology that Assamese nationalism propagates that scares everyone and not a matter of someone simply existing in our region.

    The politics involved propagates their ideology by deeming any who speaks Assamese to be an "Assamese native" and grants an entitlement towards land rights in reserved areas as well as a status higher than anyone who belongs to any particular tribe, as they believe that they are Assamese and Assam is for the Assamese. This is also where the notion of "indigenous" comes in into the argument of the population of Assam.
    The tribes that belong to Assam are discriminated against in this regard let alone Bengalis, Marwaris, Beharis, etc.

    Yes, the Tribes of Assam are constitutionally protected but it wasn't till recently that one could avail those rights. If I may correct Mr Kapil Sibil, many migrants have settled in the reserved areas and, until 2003, it was argued that the tribes didn't deserve their constitutional protection because the migrants are in the majority. The entire incident of 2012 was because people were trying to remove the tribes from the reserved areas.
    Also, if one wants to discredit the tribes of Assam, deeming them all a migrant of one period or another, kindly refer to the history of the region and the population that has existed since the ancient period until now. Yes, migration has happened but it is distinct as to who has arrived in the region and who were already here. One may say that the concept of nation-state was never realised by the people of the region before the arrival of the British. But this argument is countered well by the Kingdoms of South India. Also, Assam was never under Burma, the Ahom Kingdom part of Assam was under the Burmese, not the Koch, Dimasa or the Jaintia Kingdoms.

    At the end of the day, this results in the fact that the matter is entirely political but the people want a constitutional resolution because it wouldn't be wise politically and socially to speak the truth. It is a numbers game for politicians and until it comes from the SC, they will not dare to take the issue up in the parliament and get to the politics of it all.

    In the first Anglo Burma war in 1826 the British annexed North East from Burma and made it part of Bengal Province — In order to remove the Chinese and Burmese footprint — they evacuated the Tribes of Chinese and Burmese origins to Burma — and imported Hindu and Muslim labours from Main Land India for their Tea Gardens — When Independance was given in 1947 — the tribes from Burma came into North east and settled there — PM Indira Gandhi encouraged the settlement of Hindu and Muslims from Main Land India in order to reduce the Chinese footprint for security reasons — during the 1971 war — many Hindu migrants fled from East Pakistan because of atrocities committed against them — and Indira Gandhi allowed them to settle in India and gave them Citizenship — Great Lady — with lots of Wisdom and Foresight — A B Quadri — India —
