A. The VAST majority of firearms related homicides are with illegal handguns (88.3% from Obama's CDC study, 93% from the ATF, and 94% from the Crime Prevention Research Center) and not by legal handguns or rifles. These crimes are not affected by changes in legislation; old or new.
B. Defensive uses of guns by crime victims is a common occurrence, although the exact number remains disputed (Cook and Ludwig, 1996; Kleck, 2001a). Almost all national survey estimates indicate that defensive gun uses by victims are at least as common as offensive uses by criminals, with estimates of annual uses ranging from about 500,000 to more than 3 million per year (Kleck, 2001a), in the context of about 300,000 violent crimes involving firearms in 2008 (BJS, 2010). On the other hand, some scholars point to radically lower estimate of only 108,000 annual defensive uses based on the National Crime Victimization Survey (Cook et al., 1997). Ok…, Just exactly what is the purpose of the Bump Stock ? I'll tell you what it is, and what it isn't. It is a device that alters the cyclic rate of the weapon , and so does the addition of a sear. This action of adding a sear does require a permit which includes a background check with a few hundred dollars and a wait time of months. The addition of a Bump Stock is an Alteration by a person and not the manufacture of the weapon. Now brings in the situation which is debated whether or not a 80% is a manufactured? At present, it is still in litigation because of the ability to sale the weapon for profit, and doing so requires a Manufacture's License. In the end…, the Bump Stock will be considered an Alteration like the Suppressor.
