I have to say as a conservative lawyer and former staff attorney in a district court, Sen. Kennedy’s questions are not entirely fair. For example, signing up as ‘local counsel’ is merely ministerial. Local Counsel does not revise the substance of the primary counsel’s (out-of-town counsel’s) brief.
