If the government believes that information that is out there is incorrect, they are free to counter it with their own information. One of the biggest issues is a lack of transparency from the government. In those cases they don't battle "misinformation" or "disinformation" with the truth, they battle them with either more lies, defamation, or censorship. Or just straight up disappearing people.
